The remote Arctic archipelago of Svalbard has long captivated adventurers and nature enthusiasts with its pristine landscapes, unique wildlife, history of polar exploration, and the allure of endless summer days and total darkness in the winter.
In recent years, Svalbard has attracted a more mainstream traveler. More package tours became available, and many more cruise ships added Svalbard to their Northern Europe itineraries.
However, amidst growing evidence of environmental stress and the impact on vulnerable wildlife, Norway has stepped in with regulations aimed at preserving Svalbard's natural state.
Adopted by the government but subject to final approval by parliament, the regulations will come into force in January 2025.
These new and amended measures seek to balance the importance of tourism to Svalbard and visitors’ thirst for adventure with the urgent need to protect one of the planet's most delicate environments.
Many of the new and tightened regulations apply to cruise ships and other boat traffic. Approximately 70,000 people visited Longyearbyen by ship during 2023, ranging from small expedition vessels to large cruise ships.
According to the newly-formed Svalbard Cruise Forum, the 2023 season didn’t suffer from some of the widely-reported problems of previous years.
Issues experienced include local medical facilities being overwhelmed, tourists interfering with cultural heritage sites, and ships getting too close to protected wildlife.
Such issues are the driving factors behind the changes to the rules for vessels visiting Svalbard.
Approximately two-thirds of the vast archipelago is protected as nature reserves or national parks. To sail within these areas, cruise and expedition ships will need to have fewer than 200 passengers on board.
Shore landings will only be permitted at 43 sites across the entire archipelago. All other areas are prohibited for tourism, although an exemption is made for local residents in the three settlements of Longyearbyen, Barentsburg, and Ny-Ålesund.
A new speed limit of 5 knots applies to vessels whenever they are within 500 meters of protected bird cliffs between April and August. Vessels must also keep a minimum of 150 meters (492 feet) away from groups of walruses, with a speed limit of 5 knots coming into force when within 300 meters (984 feet).
It’s well-known among visitors to Svalbard that there is a requirement to carry a firearm and know how to use it when traveling outside of the main settlement, Longyearbyen, for protection against polar bears. Groups of independent campers, snowmobilers and photographers must now bear more rules in mind when planning their trips.
